Cross-tabulations question?

I have two attributes (white and black) under the variable (ethnicity). White and black are the two columns, then an ordinal scale makes up the rows. What does my Chi-square/Cramer's V tell me? The relation between the ethnic groups (i.e. whether they have similar views)? If there's a high ociation or low ociation what does this mean? Whether they have similar views? I'm struggling to understand it.
