Kingdom Hearts/FF Tactics Question?

Me and friends have been debating this for a while now. The question is, did Cloud disappear from KH2 (After the fight with Sephiroth) and reappear when Ramza called him accidentally with the zodiac stone? I believe his mysterious disappearance from KH2 and his mysterious appearance in Tactics are connected.
